Security Engineer / Security Software Developer

Job Description:
Information Security and Assurance Corporation (ISAC, Inc.) is currently developing a suite of computer network security software and security appliances (including a denial-of-service protection appliance, a honeynet appliance, a network security training suite, a digital forensic appliance, and an IPv6 security device). ISAC is looking for highly motivated security/software engineers to help us design and develop this suite of applications. ISAC is currently looking for both experienced (5+ years) and junior level (right out of school) employees to join our team.
Job Requirements:
- Full-spectrum software engineer activities for security products, including:
- Development of software design specifications
- Code development (in C++/Java)
- Support technical writing in development of end-user documentation
- Develop test cases and test tools to support internal testing of software/appliances
- Assist in the development of new designs and concepts for future technologies and innovative applications
Applicant Requirements:
- M.S./Ph.D. in Computer Science or related field. Study or research in computer security or information assurance is a plus.

Business/Contracting Administrator / Facility Security Officer (FSO)
Provides general administrative/contracting/accounting/FSO support to a small technology business of 15 people. Requires regular use of business vocabulary and a detailed knowledge of company operations, organizational procedures and personnel. Makes independent decisions regarding planning, organizing and scheduling of work within established guidelines. SECRET Clearance or capability to obtain a clearance required.
Business Administration Tasks To Include:
- Prepares and types drafts, articles, reports, proposals, charts, and a variety of routine correspondence using appropriate PC-based software packages for word processing, presentation, database and spreadsheet applications.
- Proofreads and edits drafts and final materials for appropriate and consistent format. Corrects punctuation, spelling and grammar.
- Compiles and analyzes information for inclusion in reports or presentation materials, prepares charts, graphs, and tables as necessary.
- Receives and responds to routine correspondence following established procedures with management review.
- Receives, screens, and routes incoming telephone calls, furnishes information when possible, and conveys messages to appropriate personnel; place calls, receive visitors, arrange appointments and maintain a calendar.
- Administers department record keeping system and/or maintain various department records files in accordance with company policies and procedures.
- Carries out special projects and assignments as requested; compiles, analyzes, and prepares data for administrative reports and presentations.

- Monitors inventory levels of office and departmental supplies, initiate purchase orders as necessary to maintain proper inventory or meet department office supply needs.
- Position will also coordinate human resource functions and will be responsible to direct the new hire process including employment packages & forms, drug tests and new-hire orientation. In addition will assist to coordinate 45/90 day performance appraisals and employee reviews; benefit open enrollments; wellness/health events, special functions (i.e. picnic/holiday, etc) and job fairs; safety issue documentation; division articles for company newsletter; and serve as general point of contact for all human resource related questions. Additional functions as required.
Contracting Tasks To Include:
- Formulates, negotiates, establishes and administers various contractual arrangements and proposals for a range of goods and services.
- Provides independent liaison and coordination with contracting principals or representatives to ensure compliance with contract specifications and resolution of problems and issues, as they arise.
- Evaluates and monitors contractor performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.
- Analyzes and approves or rejects internal and/or contractor requests for deviations from contract specifications and delivery schedules.
- Responsible for reviewing and finalizing technical volumes in proposals. Also responsible for reviewing the entire proposal for consistency of message and compliance solicitation requirements.
- Analyzes price proposals, financial reports, and other data to determine reasonableness of prices; reviews and interprets contract provisions to achieve cost efficiencies and reductions where feasible.
- Assesses contractor service value and product/service reliability relative to cost; plans, organizes, and coordinates acquisition alternatives, as appropriate.
- Reviews and determines contractor performance against contract specifications and takes remedial action, as necessary, up to and including contract termination.
- Participates in the formulation, development, implementation and revision of contracting policies and procedures.
- Audits purchasing and subcontract branch practices against existing policies, prime contract, and FAR/DFAR compliance. Maintain the prime contract flow-down requirements and communicate these to Purchasing and Subcontracts.
Accounting Tasks To Include:
- Enter vendor invoices for payment
- Record and reconcile all corporate credit cards in the general ledger
- Record all payroll transactions
- Prepare invoices and mail to clients
- Prepare bank deposit and enter cash receipts
- Perform bank reconciliations of all bank accounts
- Prepare all month-end journal entries and input all entries into general ledger.
- Maintain and oversee various account analysis
- Maintain accounting files and records
- Prepare online invoices using Wide Area Work Flow.
- Distribute/Collect/Maintain timesheets.
- Perform other duties as assigned
FSO Tasks To Include:
- Position will be trained and responsible to maintain personnel security files, process personnel clearance using EQIP application, submit employee visit requests, conduct security briefings, administer employee fingerprints, interface with Defense Security Service (DSS) Rep. Sustain files on Contract Security Classification Specification (DD Form 254) attend security seminars and all other FSO training.

CIS Skills A Plus:
- Network management: server installation, network computer setup, configuration, etc.
- Backup/Security Monitoring: maintain computer inventory, perform weekly server backups, maintain security systems, etc.
B.S. degree in Business/Accouting/CIS or equivalent required. A minimum of 3-5 years of administrative experience with a government contractor required. Strong PC skills using software packages for word processing, presentations, spreadsheet, and databases required for data analysis, report generation, presentations and general correspondence. Requires the ability to exercise independent judgment and basic reasoning skills.
Senior Network Engineer
This position will provide technical expertise to ISAC developers and engineers on Missile Defense communication networks (including GMD, C2BMC, THAAD, Aegis, and Airborne Laser). This position also requires the ability to configure network devices such as switches, routers, firewalls, content networking, and voice and video applications from multiple vendors. This position also requires significant industry expertise to advise on emerging network technologies (such as IPv6, Voice/Data/Video network convergence, VoIP). Assigned projects are diverse in nature requiring initiative and judgment in determining appropriate solutions as well as significant knowledge in all aspects of military local and wide area data and telephony communications in addition to other closely related technologies.
Principal duties of this position include:
- Provide technical guidance on Missile Defense Agency communication networks for ISACā?(TM)s suite of complex network and network security applications
- Provide technical guidance on military communication networks
- Assist in the development of software design specifications for ISACā?(TM)s suite of applications
- Assist in the development/design of new network applications for military environments
- Assist the company in bringing in new communication, network, and network security business
Required Skills:
- Ph.D. in Computer Science, Computer Engineering (or related discipline) with 5-10 years directly related experience. Applicants with an M.S. will be considered with sufficient experience.

Senior Software Engineer
This position is responsible for developing applications, prototypes, frameworks and components to support and drive a suite of complex network and network security applications. The engineer will be involved in all phases of development including design, implementation, testing, and deployment.
Principal duties will include:
- Developing software design specifications
- Lead the development of code
- Support technical writing in development of end-user documentation
- Develop test cases and test tools to support internal testing
Required Skills:
- M.S. in Computer Science (or other related discipline) with 5-10 years experience, at least 2 years as a development lead. Applicants with a B.S. will be considered only with significant development and leadership experience.
- Experience leading a team of 5 or more developers to develop a commercial software product

Senior Communications Engineer
Principal duties of this position include:
- Assist in the development of multiple simultaneous SATCOM terminal (including design and analysis)
- Perform modeling and simulation of SATCOM terminal in Satellite Toolkit and OPNET
- Assist in the development of a virtual SATCOM terminal that includes all the major military and commercial SATCOM bands (EHF, C, K, Ku, Ka, X, L, S, V)
- Assist in the selection of out-of-band SATCOM for Cyber Warning by comparing a variety of commercial and military out-of-band SATCOM systems
- Assist in the design and development of a Disaster Avoidance and Recovery Rehearsal Tool designed to train network operators to respond to a series of potential network disasters (cyber attacks, physical, natural disasters, systems failure)
- Assist in the development of business development briefings and proposals to expand ISAC SATCOM and Simulation/Modeling business areas
Required Skills:
- M.S. in technical discipline (Computer Science, Computer Engineering, etc.) with 10 years directly related experience. B.S. will be considered with significant related experience.
- Experience Military and Commercial SATCOM and Terrestrial (Internet) communications a must, emphasis in Military SATCOM
